Normally I would agree with this, but I don't see the difference between General Discussion posts and off topic posts. Sometimes I do, and sometimes I don't. But you know what? This is what happened with all the sites that I've been on with two seperate sections called General Discussion and Off-topic/Spam. Theres always someone that gets irritated by useless posts. The thing thats causing the problem is those two seperate sections. IMO, one needs to be deleted.
