Can you mod an XEX to mod Halo 3 like a dev kit, make modded maps, shove it on a stealthed disc, and install thta to play mods?

Thanks about this topic Iv'e always wonder how to be a sentinal or oracle (a real oracle not a vehicle named "forge") It never works also where do you dl the Monitors on Turf, and the Sentinal Enforce (tank grabbing sentinals) on containment. I've always wanted to do that thx! Ive heard the containment mod is called Sentinal Walls, tooken from one of the level names, spartans are sentinals, and elites are enforcers
