Campaign modding remains the same as Halo 3. Mod it just like you would as if it were a Halo 3 personal file, and then get someone with a development kit to load it, rehash/resign, and then you can use it.
Anyone who goes through so much effort to mod the achievements to get recon has no life. Seriously, play the game the way it was supposed to be played. I can understand Game Saving, Modding and what not, but hexing is god damn retarded. It just goes to show you can't play any game in the Halo Series with any type of skill required to earn anything. +1 to Bungie for checking your Vidmasters and reporting them to Microsoft. It may have been there best idea (short of creating Halo games).
You can get Naughty Naughty in Firefight, on a (Night) map. To get Good Samaritan, I'm not quite sure how to get it. I know it doesn't require beating the entire campaign without killing them.
Removing the Console Lock is easy (more like a bypass). As for converting it, if you edit the console lock, you're going to have to convert it. If you use clothes from other peoples consoles, you will be banned; I've actually WATCHED it happen lmao... As for themes, meh.
