Whats the reason the resigner isnt released? Im guessing its because it could also be used to resign other CON files? Rather then just halo.

thats one of the few reasons anyway thats already possible, but if your intertested in the CON, i posted s section on it already jus look at it in halo 3 modding

If most of the people here got a Dev-Kit, I bet you still couldn't mod. Even If you do get a Dev-Kit, you would need some of the private programs that hasn't been released yet. Its just not as simple as getting a Dev-Kit and mod.
Where is this coming from? No you don't, you could do it all with hex. DevKits can run unsigned code therefore removing the need of resigners.
