I've tried everything except re-formatting. Whenever I press a key during startup it makes a beep and its really anoying. My dad says re-formatting but I dunno.

Sometimes your program can crash if you do that. Publish your program and go into the folder that you published it to, then go into the Application Files folder and then go to the folder that has the name of your program and a bunch of underscores and numbers. Go into that folder and go the file that has the name of your program and the ".exe.deploy". Rename that file and remove the ".deploy". If there are no DLLs that are working with your program you should have a standalone .exe file.
