I think I can help! Well I really don't see why you just got the game and you already want to use cheats but hey, you can do whatever. In order to get the dial pad for Niko's Phone, you must complete either the 2nd or 3rd mission (I can't remember which.) When you complete the mission, Roman will give you his old phone. You can then press UP twice on the D-Pad to bring up the dial pad and enter you cheat code. Remember- Cheats Disable Achievements

You didn't use "Part of it." You took the whole source file, renamed the Title as yours, changed the color to black, and added a few more options.
