I think hes referring to Slips XP Modder, which i have never gotten to work.

Go download a hex editor (google) read a bunch of tuts (here/youtube) and download a resigner and rehasher. :] Oh after that you can use programs such as forge to mod, but learn how to mod the manual way first or you will confuse yourself.
