The header changes and the resigner can detect the modification, so it rejects it.

The resigner is, as of May 14th, defective with modded forge variants. This means that you CANNOT mod a forge variant and resign it. There's no point in asking for a link to the site because it is completely useless you are resigning a gamesave.
