There should be something where you can only download something if you (positively) rep someone. That way it creates a good system, on what people want/leech from others.

If you go "Control Panel -> User Control Panel -> Overview" It tells you how you have received/lost rep.

The Sub-Admins should go through and remove all types of rep. at +0 rep. or +/- rep for no reason. That should be removed.
