so as many know that treare are people that have a devkit and make modded campign files and resign them to work on ur consle so heres my question cant .maps me made on a dev and then somehow be risigned to work on a retail

Nope. DevKit's can't resign the .MAP files either, they still need the RSA. They remove the map check from the XEX, then they can play the modified .MAPs.

People don't play modded campaign on retail...

they do people like anthon makes the mod on dev and then signs it so it will work on you profile ony on retail

He takes your profile, converts it for use with the dev, then plays it on his dev (on a modded .map) and it stores all the save data in a personal file. Then they convert it back for used with a retail 360 and gives you the personal file.
