No, the person needs to login to live to use any content transferred. And they would need to trust you with their live ID.
I was thinking Peaches already knew that, that's why I didn't mention it at first.

The original person doesn't lose them. Your just giving everything you've downloaded to the other person and they can use the downloads without using your account still. Then after the license transfer is over, it will be like nothing happened, kinda, like nothing changed for your account. Thing is, you can only license transfer once a year.

Hey, I was wondering if has the first and second map pack for Black ops? I really want to know if you anyone does because I really need someone to license transfer it. I would really appreciate it if somebody could let me license transfer. I don't really have much to give for it though, so I was hoping you could give it to me for free 
I really want the map packs because I get tired of playing the same old maps and lots of my friends play the first and second map pack but I can't play with them because I can't afford them . I would really appreciate it if you could let me do this, I promise that I won't "steal" your account or anything because I have no need for any other account but mine, plus I don't stoop that low to hacking .
