Joomla is a content management system that aims at providing articles in more of a archive fashion as opposed to a blog fashion. You need to understand that you might have the greatest HTML and CSS skills ever, but you don't need most for Joomla. Imagine Joomla as a base station, you go out and get a template, a few adds-on (called modules) and put them on your site. If you want to play around (and I think I already told you this) get Wamp Server >> http://www.wampserver.com/en/index.phpFrom there you'll be able to install Joomla and have a blast experimenting.
