Nope.

Halo 3 recon is going to be another large investment for just new maps and campaign. Is that worth it?

Well there still consider Recon an 'Expansion Set'

So they can't price it 60 dollars.

But like Oblivion and shivering isles, its going to be roughly 20-40 bucks.

And hell yeah I'm buying it.
