To be honest im not quite sure myself lol but when i looked at this the other day, i think it encodes link to images so if you dont want people to know your image location, this is for you, you also get a choice to of language preference HTML, JavaScript or CSS, and you get a choice of encoding - Base 64 or URI - RFC 1738
