Server Help

Ok so I want to create a server in any of these games Team Fortress 2, Counter Strike: Source or Garrys Mod server use the dedicated server tools that come with steam but when people try to join it says server not responding. So if anybody knows how to create a server I will appreciate your help, and Ill love you.
