You can't fly the Pelican(s). They are only textures, and therefore images only. The have no cockpit.

Actually there not textures You can stand on them and you can go inside of them but the inside has no textures.

The reason its not a texture is because it has collision.

 

And yeah no one has it except for a few.... MFone and I know someone who has the mods and he want's 1600 MS points for it. So that's probably your only shot. It was hard enough to find someone who had the mods and was willing to sell them unlike anyone in "the cool circle".
