So,you can edit videos just like forge varients, but with cooler stuff NOTE: these are not skins, just merely the shaders from outside the map swaped for others

He could be right since thats what they did to get recon..it was just a modded h3 video file

You don't put in Halo 3 and have a list opened up of mods. Like Kirk said, if you really aren't a "smart modder" you shouldn't even waste your money. taken from halomods
