Rank Help?

On this forum http://ibotmodz.net/forum/topic/18433-how-to-mod-halo-wars-rank-tut/ in the first post at the bottom he says he can fix the rank so you can make it lower. I was wondering if anyone could either do this for me or preferably teach me how to. I sent him a message but he hasn't been online in the site or Xbox for awhile. If anybody can help me with this please comment or PM me.
