The halo 3 game engine doesn't support 3rd person, making it just about impossible for a 3rd person mod, you'd have to re-make the engine.

Yes, there is a 3rd person flag for weapons, but not any CON mods you can download.

You have to have a dev kit.

It's possible in .MAP Modding (through a Development Kit). It's a setting in the .MAP file of the each weapon, you can Enable/Disable 3rd Person View.
