I think that they worked together on it, there Way to simular to be rip off's of each other, either company would try and change it more so they dont look exactly alike.

If not Steam couldve seen some leaked photos or something and made there gamercard thing. It probably takes a lot less time than a dashboard.

So the steam card site stole from the mygamercard site which got its idea from Microsoft lol.
