It is currently unknown if they will add quests that are unrelated to the DLCs themselves (Ex. a new settlement with its own quests in the package of Operation Anchorage) or whether they will consist of single quests (ex: just retaking Anchorage), or multiple ones (ex: retaking Anchorage in multiple steps/simulations). I don't know if anyone remembers when we tried to mod Oblivion for X360.... well same concept for Fallout 3, Fallout runs on a heavily modified Oblivion game engine. If by any chance we could do this, I belive that any content would have to be faked as DLC. It is a pain in the ass for such little results.
