A Dev Kit Mod (probably not though)

ok, so my friend says that he went to a friends house and his friend had a dev kit, and he said that he got to make a dev kit mod.

 

so I thought, ok, that's cool

 

then he said that I never would've thought that I could still keep it on my console

 

so I just said ok, he then told me to look at the pics on his file share

then he showed me the one in the first pic called "Dev Kit Mod"

 

so I haven't modded Halo 3 in a while, but I am pretty sure that fuel rod shots, sniper shots, and rocket shot, with active fire bombs that only happen in the beginning are con modding, right?

 

and doesn't the second one look like just out of Valhalla, and sliding down?
