No. No. You get Recon not flaming helmet. Flaming helmet (Bungie armor) is for bungie employees only.

You can earn all Recon armour by doing something funny/impressive towards Bungie either ingame or out. To get Flaming Helmet, you need Bungie Chest which you can only receive when you Bungie Employee, like Nuklear said.
