How do you get your username and pass word for your forum if you are trying to ftp something to the site like an arcade? I ask this because I am trying to add an arcade to my forum for my clan

Free forums do not give you FTP access I believe.
So you can't.
Give me some more details, like a URL.

That is phpBB2, as of now. There is no arcade mod that doesn't require FTP access.
In other words, If you get FTP access you can do it.
