for halo 3 what do you need to mod offline or do you need a con resigner???

The search button (on this site) and google are the most powerful information tools around, use them, those questions have been answered 1,000 times! But yes you do need a CON signer to mod or change any type of file corresponding with halo 3.

No, you don't.

you need the CON resigner to change the file and make it work again.

you can change it all you want without a CON resigner, it just won't work

or you get a dev kit and mod the xex so you can play maps offline unresigned

not to be mean ,shotspartin, dev kit modding isnt all that. anyone can remove a few dll's from an .xex its not really hard to get running, but it is sorta fun
