I pretty sure they get devkits for research purposes also.

Its impossible to get one for that reason. There only given to licensed Mircosoft game developers. You have quite alot of options.

1. Catch one on ebay, and win it
2. Steal one from someone
3. Take awhile to make an arcade game, then get a dev_kit
4. Rob a shipment in Germany and take 12 and resell them, then go to prison

You guys are never going to play this map because it was done on a dev kit. That means unless you can get a dev kit, somehow get them to trust you and give their programs to you, you can't play their mods. They aren't being selfish so shut up.
