are halo 3 film mods still possible? or do you need a keyvault for that. i tryed saving in vanity and rehash/resigning in horizon but it still didn't work.

You still need a KV for that, and seeing how everyone grabbed every single one off the web theres none left.

It should still work unless Vanity requires a KV (I have no idea if it does). But rehashing and resigning with Horizon should have worked just fine.
If your mods aren't showing up, it's probably due to the fact that you were or weren't host in the game that you're trying to mod. If I remember correctly, one of the two will make it so that your mods don't show up. So try modding a different film as a test.
