Yes it is possable and it is also possable to play as the arbitor there are tuts out there have a look

Infact, all he did was swap the Elite Appearance model with the arbiter from the campaign lobby. In the game, you are still an elite. ;x

so this means that the arbiter model can only be seen in appearance not in multiplayer correct?
