I have the content, that is not the problem.

The problem is that is profile/console locked. So it cannot be transferred.

only thing that isn't working for me is the Gold Plated Hammerburst Assault Rifle for GoW2 I already have the Gold Plated Lancer.

Can you post which games have to patch for using DLC online and which games do not?

I'll double check. Usually means the files on my server somehow got corrupted, or that your downloading them wrong.

EDIT: They were corrupted. All of them work now.
