So to use a dev/demo/test/debug kit to mod Halo 3 I need a modded xex, and a "Halo 3 Game Dump (Patched)".
I have another question. I have heard that there also is something wrong with the public xex, is this true?

Thats not possible regular iso apps cant read 360 iso's you need to either use xdvd mulliter or wx360 to extract the files from the iso then you patch the files using xex tool or any other known patching tool and transfer to your dev/demo/test/reviewer kit.Now seeing as how you dont have one i would not recomend buying one for the sole purpose of modding halo 3 becuase your taking up valuable resources for those who need them and your wasting your money becuase not only do you need the xex you need map editors that work unlike johnson and engineer.Just download the Halo 3 .iso and use an iso explorer and go to the /Maps and you'll see all the maps.

True that. Some people on the other hand, who know what they're doing, use them for development, which, coincedentally, is what they're for. <sarcasm> Weird, huh? </sarcasm>
